About us

The main objective of operations of the Environment State Bureau (ESB) is to prevent or reduce unfavourable environmental impact of activities carried out by natural persons or legal entities.

The Bureau performs functions and tasks laid down by the Environmental Protection Law, the Environmental Impact Assessment Law and statutory regulations regarding prevention of industrial accidents and elimination of risks, use of chemical substances and chemical products (preparations), water management, as well as waste and packaging management.

The Bureau’s main tasks are as follows:

  1. To perform environmental impact assessment of intended activities according to the legislative requirements.
  2. To supervise the process of the strategic environmental impact assessment including the responsibility to make a decision on the necessity for the strategic environmental impact assessment for a particular document; to define authorities where applicants shall submit the draft planning document and an environmental report in order to receive comments and an opinion; to define procedures for informing the public, as well as procedures for informing in case of transboundary impact, and to carry out monitoring of the planning document.
  3. To assess the risk of industrial accidents and measures for their elimination.
  4. To perform tasks assigned to the Bureau by the Law on Pollution with regard to category A and B integrated permits for polluting activities.
  5. To consider complaints and submissions regarding administrative statements issued by the environmental authorities.
  6. To evaluate compliance of tenderers with the requirements of Regulation (EC) No 761/2001 allowing voluntary participation by organisations in a Community eco-management and audit scheme (EMAS), and to register the eco-management and audit systems of an organisation in the Register, as well as to decide on a temporary or permanent exclusion from the Register.
  7. To develop and maintain a publicly available information system that ensures access to environmental impact assessments, integrated permits, the best available technical practice in the respective sector, industrial accident prevention programmes and safety reports, and the Register of eco-management and audit system.
